Proposed Amendments to Chapter II re Palliative Care Standards

The Division is proposing an amendment to the Chapter II General Licensure rules. The amendment defines palliative care and contains standards that facilities/agencies must adhere to if they choose to provide palliative care. Hearing date change on proposed patient record copy costs rule

Due to the flooding in Colorado, the Board of Health cancelled its September meeting where the Division was scheduled to make its request for a November hearing on this rule change. The Division has been rescheduled to appear before the Board in November to request setting the public hearing on this proposal. Therefore, the public rule-making hearing on this amendment is now scheduled for January 16, 2014. Please direct any questions or comments regarding this proposal to Laurie Schoder, policy analyst, at laurie.schoder@state.co.us or 303-692-2832.

The Division has revised its proposed rule change to 6 CCR 1011-1, Chapter II, Part 5 regarding patient record copy costs. The public rule-making hearing on this amendment is being rescheduled for November 20, 2013. HB 12-1294 Stakeholder Forum

House Bill 12-1294 established a stakeholder forum as an opportunity for the Colorado Department of Public Health and Environment to hear the issues of concern that affect licensed health care facilities and consumers.  The next stakeholder forum will be held on Wednesday, August 28, 2013 at 2:00-3:30 pm at the Colorado Department of Public Health and Environment in the Sabin-Cleere Room. DFPC Rules Implementing HB 12-1268 and notice of informational meeting.

The Colorado Division of Fire Prevention and Control has adopted emergency rules concerning House Bill 12-1268 concerning Health Facility Safety Inspections. HB 12-1268: Temporary Rules in Effect while Final Rules are Developed

This message is from the Division of Fire Prevention and Control at the Colorado Department of Public Safety. I would like to thank all of you who have worked so hard with us these past few weeks as we have been developing these temporary rules to implement the provisions of House Bill 12-1268. The Bill transfers the Building, Fire, and Life Safety functions from the Colorado Department of Public Health and Environment, Health Facilities and Emergency Medical Services Division to the Department of Public Safety, Division of Fire Prevention and Control. Through drafting, public meetings, and stakeholder discussion we have developed the attached temporary rules to implement this transition on an interim basis. HCW FLU VACCINE REPORTING - ATTENTION

In February 2012, the Colorado Board of Health (BOH) passed rule 6 CCR 1011-1 Chap 02 regarding influenza vaccination of its employees in licensed healthcare facilities. This rule applies to all healthcare facilities licensed by the Colorado Department of Public Health and Environment (CDPHE). There are two requirements of this rule: 1. All licensed healthcare facilities must keep track of the number of its employees that are vaccinated against influenza and annually report that number to CDPHE either through the Health Facilities Division (HFD) Portal or the National Healthcare Safety Network by March 31st of each year. 2. If certain vaccination targets are not met, a facility is required to implement a policy based on its facility type. - If a facility is classified as a general hospital, hospital unit, ambulatory surgical center, or long-term care facility, the facility will need to implement an influenza vaccination policy for its healthcare workers to ensure that each...
